Every year, the New Jersey Drunk Driving Enforcement Fund announces a ranking of municipalities within the State.? The ranking is based on the number of arrests made for DWI, the amount of funding it puts toward DWI enforcement, the number of DWI checkpoints conducted, and the amount of fines collected.? From this ranking, you can tell which areas are the most intense about DWI enforcement.
The funding for the Fund comes from surcharges paid by defendants convicted of DWI as well as from the Bottle Tax.? Once convicted, defendants have to pay $100 in surcharges to the court.? The surcharge is collected, and $95 of each surcharge is deposited into the Fund.? The other $5 goes to pay administrative expenses.?? The municipality where the DWI occurred can then apply to receive a portion of funding in the form of a grant.
If a municipality ranks high on the list, it receives more money from the Division of Highway Traffic Safety to conduct yet more DWI checkpoints and arrests.? The four highest grant award-winners this year were the City of Vineland in Cumberland County, Pennsauken Township in Camden County, NY/NJ Port Authority in Hudson County, and Elmwood Park in Bergen County.??? Not only were these areas the most aggressive in DWI enforcement, but they have now received the most funding for more enforcement.
This funding from the State Fund pays for many of the state?s DWI checkpoints, which are out in full force this month.?? Townships will a shorter arrest list still receive funding, but the funding is limited, because it is in proportion to the local enforcement efforts.
