China open to U.S. religious envoy visit: White House (Reuters)
LOS ANGELES (Reuters) ? Chinese officials have told the White House they are working on dates for a U.S. envoy for religious freedoms to visit China, White House spokesman Jay Carney said on Wednesday.
The Washington Post reported that Suzan Johnson Cook, the U.S. ambassador-at-large for international religious freedom, was denied a visa to visit China earlier this month.
Carney told reporters in Los Angeles, where President Barack Obama is attending fundraiser events, that the White House raised the issue during a visit by China's leader-in-waiting, Xi Jinping, to the United States and stressed the importance of ensuring that Cook's intended trip takes place.
"The Chinese noted that Ambassador Cook's predecessors, as well as the Assistant Secretary for Human Rights, have visited China on numerous occasions for discussion on religious freedom and related issues, and they are working on dates for Ambassador Cook's future visit," Carney said.

Nigerian underwear bomber to be sentenced in Detroit (Reuters)
DETROIT (Reuters) ? A federal judge is set to decide on Thursday if the Nigerian man who pleaded guilty to trying to blow up a U.S. airliner bound for Detroit in 2009 will spend the rest of his life in prison.
A bomb hidden in the underwear of Umar Farouk Abdulmutallab, now 25, caused a fire but failed to explode on a Delta Airlines flight carrying 289 people on December 25, 2009.
U.S. District Judge Nancy Edmunds will decide whether Abdulmutallab should be sentenced to life in prison as called for under existing sentencing guidelines.
Abdulmutallab's lawyer, Anthony Chambers, earlier this week asked for a lighter sentence, saying the mandatory life sentence was too harsh for an attempted bombing that killed no one.
"Given the circumstances and what did NOT occur in the instant matter it is fair to say that the mandatory minimum sentence of life imprisonment is excessive and grossly disproportionate to the conduct," Chambers said in a court filing, emphasizing the word "not."
While not making a specific request, he asked on Abdulmutallab's behalf that the judge impose a sentence below the advisory guideline range because a life sentence would be a "misinterpretation of justice."
Prosecutors have urged the judge to give Abdulmutallab the maximum sentence - consecutive terms of life in prison.
In October, Abdulmutallab pleaded guilty days after his trial began, saying he had wanted to avenge the killing of innocent Muslims by the United States.
Court officials said that Abdulmutallab's parents and one of his sisters will be in the Detroit courtroom on Thursday. Six victims are scheduled to speak before Edmunds declares sentencing.
Abdulmutallab, who has been held at a federal prison in Milan, Michigan since 2009, will also be given a chance to address the court before sentencing.
Prosecutors also last week offered new details about how Abdulmutallab's plot was directed by U.S.-born Muslim cleric Anwar al-Awlaki, who had become an al Qaeda leader in Yemen.
Awlaki was killed in a drone attack in Yemen last September. In court papers, the FBI identified Awlaki as "chief of external operations" for al Qaeda's Yemen branch as well as an Internet-savvy propagandist and recruiter.
When the bomb caused a fire but failed to explode, Abdulmutallab was quickly subdued by passengers and crew. The incident led U.S. officials to bolster airport security, deploying full-body scanners to try to detect hidden explosives.
The judge is also due to rule on Thursday whether the prosecution can show a video that the FBI created to simulate the bomb Abdulmutallab tried to detonate.

More Chinese cities seize iPads over trademark (AP)
BEIJING ? Authorities have seized iPads from more Chinese retailers in an escalating trademark dispute between Apple Inc. and a struggling local company that could disrupt global sales of the popular tablet computer.
Shenzhen Proview Technology claims it owns the iPad name in China, and a court ruled in its favor last year. This week, the Chinese company said it will ask customs officials to stop imports and exports of iPads, which are made in China.
A website run by newspaper China Business News said Thursday iPads were seized in the central city of Zhengzhou and the eastern port of Qingdao. Seizures were reported earlier in Shijiazhuang and Xuzhou.
Proview said it has asked regulators in more than 40 cities to investigate possible trademark violations.
Chinese media say Proview is deeply in debt, and observers have suggested the company needs a large settlement to repay creditors.
"We've appealed to Apple through its agents to have a settlement, but so far we haven't received any response from them," said a Proview lawyer, Xie Xianghui. He declined to say how much Proview wants.
An employee of the press office of Zhengzhou's Administration of Industry and Commerce confirmed some iPads were seized there.
"One of our local offices seized iPads from a shop and sealed them off based on the Chinese Trademark Law, although we did not carry out a city-wide seizure," said the employee, who would give only his surname, Jiang.
A spokesman for Qingdao's Administration of Industry and Commerce said he knew of no order to seize iPads but said the agency was monitoring the legal process.
"We're investigating iPad sales in the city and will move quickly once there is a final legal judgment," said the spokesman, who would give only his surname, He.
A spokesman for Weihai's commerce agency said he knew of no citywide seizures but said local offices might be investigating sales or collecting evidence. He refused to give his name.
Shenzhen Proview Technology is a subsidiary of LCD screen maker Proview International Holdings Ltd., headquartered in Hong Kong.
Proview registered the iPad trademark in China in 2001. Apple bought rights to the name from a Taiwanese affiliate, but the mainland company says it still owns the name in China. A Chinese court rejected Apple's claim to the name in China last year. Apple has appealed.
Apple, based in Cupertino, California, insists it owns the iPad name and has accused Proview of failing to honor its agreement.
Apple has cited a Hong Kong court ruling last year that concluded Proview and the Taiwan company both were controlled by the same Taiwanese businessman, Yang Long-san.
The judge said the companies acted together "with the common intention of injuring Apple" and granted a temporary order barring Proview from transferring rights to the iPad name in China.
Proview also has filed suit against Apple in Shanghai and the cities of Shenzhen and Huizhou, according to Xie.

UN Security Council visits Haiti to review mandate (AP)
PORT-AU-PRINCE, Haiti ? The U.N. Security Council began a four-day mission in Haiti on Monday to review the terms of its mandate and evaluate earthquake reconstruction efforts in the Caribbean country.
The 15-member delegation led by U.S. Ambassador Susan Rice plans to meet with senior Haitian officials, tour the future site of a job-generating industrial park and visit a police academy in the capital.
"We will see how the United Nations supports Haitian government institutions in security and governance," Rice said as she read from a prepared statement. "We will examine economic development efforts and we will look at the ongoing humanitarian challenges."
In its first mission since 2009, the delegation also aims to evaluate reconstruction efforts following the massive earthquake in 2010 that displaced more than a million people. It plans to see how it can help strengthen the national police force, which has only 8,000 officers in a country of 10 million.
The delegation will venture outside its area of expertise in security and visit a treatment center for patients who have fallen ill to cholera. Now an epidemic, the disease has been a source of tension between Haitians and peacekeepers after several studies showed that a unit from Nepal, where the disease is endemic, likely brought the disease.
Haiti now has the world's highest cholera rate and the disease has killed more than 7,000 people and sickened more than 526,000 others, Haitian officials say.
The Haitian firm Bureau of International Lawyers and its Boston-based partner, Institute for Justice and Democracy in Haiti, issued a statement Monday urging the Security Council to evaluate the cost of the U.N.'s failure to take responsibility for the epidemic. The groups filed a complaint last year againt the world body that seeks reparations on behalf of the cholera victims.
The case is under review by the U.N.'s legal department.
Tensions have been further strained because of several abuse allegations involving peacekeepers, which are under investigation.
The U.N. set up the peacekeeping force in Haiti known by its French acronym Minustah in 2004 to provide stability following the overthrow of then-President Jean-Bertrand Aristide.
Haitian President Michel Martelly hopes to replace the U.N. peacekeeping mission of 11,000 troops by restoring the national army, which was disbanded in 1995 because of its involvement in coups and history of abuse, and turning it into a "professional" force.
The Security Council would need to revise its mandate if the Haitian government took concrete steps to restore the army. The existing agreement, which focuses on developing Haiti's police force, has no provision to allow peacekeepers to work with a Haitian military.
The plan to restore the army has met opposition from the United States, Canada and other nations that believe the government should devote its limited resources toward the police department or toward reconstruction.
The Security Council's arrival this week coincides with that of two other delegations.
The Caribbean Community landed in Port-au-Prince Monday for a two-day mission that will look at ways to help Haiti recover from the earthquake and try to engage the country more in the regional bloc.
Legal experts from the U.S. State Department are expected to arrive Wednesday to help strengthen the country's beleaguered judiciary. They also want to support the justice system as it weighs evidence to prosecute former strongman Jean-Claude Duvalier on corruption charges instead of the human rights abuses synonymous with his 15-year rule.
