Norway rampage culprit held in isolation (AP)

OSLO, Norway ? The self-described perpetrator of Norway's deadly bombing and shooting rampage was ordered held in solitary confinement Monday after calmly telling a court that two other cells of collaborators stood ready to join his murderous campaign.

Anders Behring Breivik, who has admitted bombing the capital and opening fire on a youth group retreat on an island resort, told authorities he expects to spend the rest of his life in prison. Declaring he wanted to save Europe from "Muslim domination," he entered a plea of not guilty that will guarantee him future court hearings and opportunities to address the public, even indirectly.

Norway has been stunned by the attacks and riveted by Breivik's paranoid and disturbing writings. Hundreds thronged the courthouse, hoping to get their first glimpse of the man blamed for the deaths of 76 people ? lowered Monday from 93. At one point, a car drove through the crowd and onlookers beat it with their fists, thinking Breivik might be inside.

Still tens of thousands of Norwegians also defied his rhetoric of hate to gather in central Oslo to mourn the victims and lay thousands of flowers around the city.

Police believe Breivik, 32, acted alone, despite his grand claims in a 1,500-page manifesto that he belonged to a modern group of crusaders. But they have not completely ruled out that he had accomplices.

Judge Kim Heger ordered Breivik held for eight weeks, including four in isolation, noting his reference to "two more cells within our organization."

In an interview published Monday, Breivik's estranged father said he wished his son had killed himself instead of unleashing his rage on innocent people.

The outpouring of emotion stood in stark contrast to what prosecutor Christian Hatlo described as Breivik's calm demeanor at the hearing, which was closed to the public over security concerns and to prevent a public airing of his extremist views. Hatlo said he "seemed unaffected by what has happened."

Meanwhile, police revealed they had dramatically overcounted the number of people slain in the shooting spree on Utoya island, lowering the death toll there from 86 to 68. Police spokesman Oystein Maeland said police and rescuers were focused on helping survivors and securing the area, and may have counted some bodies twice, though he did not immediately explain how the errors occurred.

Police also raised the toll from a bombing outside the government's headquarters in Oslo from seven to eight.

The sharp reduction in the death toll adds to a list of police missteps: They took 90 minutes to arrive at the island retreat after the first shot and survivors who called emergency services reported being told to stay off the lines unless they were calling about the Oslo bombings.

On Monday, the force revealed its entire Oslo helicopter crew had been sent on vacation and thus couldn't be mobilized to the scene.

By contrast, Breivik, who donned a police uniform as part of a ruse to draw campers to him, appeared in total control during the island rampage, police official Odd Reidar Humlegaard said.

"He's been merciless," Humlegaard said.

Authorities say Breivik used two weapons during the island attack ? both bought legally, according to his manifesto. A doctor treating victims told The Associated Press the gunman used illegal "dum-dum"-style bullets designed to disintegrate inside the body and cause maximum internal damage.

Breivik faces 21 years in prison for the terrorism charges, but he has told authorities he never expects to be released. While 21 years is the stiffest sentence a Norwegian judge can hand down, a special sentence can be given to prisoners deemed a danger to society who are locked up for 20-year sentences that can be renewed indefinitely.

Oslo began to get back to normal Monday, with shops opening and the tram running.

The entire country paused for a minute of silence in honor of the victims, then later in the day, 150,000 people filled the city's streets to mourn the dead with a rose vigil that ended in the heart of the city. Afterward, entire streets were awash in flowers; roses also decorated the fences that blocked off Friday's bomb site.

Crown Prince Haakon spoke "of a street being filled with love," bringing his wife, Crown Princess Mette-Marit, to tears. "We have the power to meet hate with togetherness. We have chosen what we stand for," he said.

Breivik has pilloried Norway's openness and embrace of immigrants, saying his attacks were intended to start a revolution to inspire Norwegians to retake their country from Muslims. He blames liberals for championing multiculturalism over Norway's "indigenous" culture.

"The operation was not to kill as many people as possible but to give a strong signal that could not be misunderstood that as long as the Labor Party keeps driving its ideological lie and keeps deconstructing Norwegian culture and mass importing Muslims, then they must assume responsibility for this treason," according to the English translation of Judge Heger's ruling.

Breivik has claimed the killings were meant to wake people up to these problems and to serve as "marketing" for his manifesto.

Heger, however, denied Breivik the public stage he wanted to air his extremist views by closing Monday's court hearing and ordering him cut off from the world for eight weeks, without access to visitors, mail or media. For four of those, he will be in complete isolation. Typically, the accused is brought to court every four weeks while prosecutors prepare their case, so a judge can approve his continued detention. Longer periods are not unusual in serious cases.

In the court appearance, Breivik alluded to two other "cells" of his network ? which he refers to in his manifesto as a new "Knights Templar," the medieval cabal of crusaders who protected Christian pilgrims in the Holy Land.

In the treatise, he describes being invited to join the group, which he says is dedicated to "anti-jihad," and claims members held meetings in London and the Baltics. Afterward, he says, they vowed not to contact one another and to instead plan their "resistance" on their own.

But they were also to space out their attacks, he wrote. "We should avoid any immediate follow-up attacks as it would negate the shock effect of the subsequent attacks. A large successful attack every 5-12 years was optimal," he wrote.

At one point, his manifesto briefly referred to an intention to contact two other cells, but no details were given.

European security officials said they were aware of increased Internet chatter from individuals claiming they belonged to the Knights Templar and were investigating claims that Breivik, and other far-right individuals, attended a London meeting of the group in 2002.

In his manifesto, Breivik describes how he bought armor, guns, tons of fertilizer and other bomb components, stashed caches of weapons and wiped clean his computer hard drive ? all while evading police suspicion.

One of those purchases apparently was flagged by Norway's police security service. The service said it was alerted in March to a suspicious purchase by Breivik from a Polish chemical firm.

Agency chief Janne Kristiansen told national broadcaster NRK the 120 kroner ($22) purchase of an undisclosed product set off an alert as part of a broader look at the company. But the transaction was legal and the security service would have needed additional information to investigate further.

In his manifesto, Breivik describes a purchase of sodium nitrite from Poland, saying he "was concerned about customs seizing the package." It was not clear if that was the purchase flagged.

Meanwhile, in an interview with Swedish tabloid Expressen, the suspect's father said he was ashamed and disgusted by his son's acts and wished he had committed suicide.

"I don't feel like his father," said Jens David Breivik, a former Norwegian diplomat, from his secluded home in southern France. "How could he just stand there and kill so many innocent people and just seem to think that what he did was OK? He should have taken his own life too. That's what he should have done."

The elder Breivik said he first learned the news of his son's attacks from media websites. "I couldn't believe my eyes. It was totally paralyzing and I couldn't really understand it."

"I will have to live with this shame for the rest of my life. People will always link me with him," he said.

The elder Breivik said he severed all contact with his son in 1995, when the latter was 16.

Police surrounded the suspect's father's house in the south of France on Monday, initially saying they were searching the premises. Later, they said they were there to ensure public order.

Obama: Halt '3-ring-circus' of debt-limit debate (AP)

WASHINGTON ? Decrying a "partisan three-ring circus" in the nation's capital, President Barack Obama criticized a newly minted Republican plan to avert an unprecedented government default Monday night and said congressional leaders must produce a compromise that can reach his desk before the Aug. 2 deadline.

"The American people may have voted for divided government, but they didn't vote for a dysfunctional government," the president said in a hastily arranged prime-time speech. He appealed to the public to contact lawmakers and demand "a balanced approach" to reducing federal deficits.

Obama stepped to the microphones a few hours after first Republicans, then Democrats drafted rival fallback legislation Monday to avert a potentially devastating government default in little more than a week.

Obama said the approach unveiled earlier in the day by House Speaker John Boehner would raise the nation's debt limit only long enough to push off the threat of default for six months. "In other words, it doesn't solve the problem," he said.

The president had scarcely completed his remarks when Boehner made an extraordinary rebuttal carried live on the nation's networks.

"The president has often said we need a `balanced' approach, which in Washington means we spend more, you pay more," the Ohio Republican said, speaking from a room just off the House floor.

"The sad truth is that the president wanted a blank check six months ago, and he wants a blank check today. That is just not going to happen."

Directly challenging the president, Boehner said there "is no stalemate in Congress."

He said the Republicans' newest legislation would clear the House, could clear the Senate and then would be sent to Obama for his signature.

The back-to-back televised speeches did little to suggest that a compromise was in the offing, and the next steps appeared to be votes in the House and Senate on the rival plans by mid-week.

Despite warnings to the contrary, U.S. financial markets have appeared to take the political maneuvering in stride ? so far. Wall Street posted losses Monday but with no indication of panic among investors.

Without signed legislation by day's end on Aug. 2, the Treasury will be unable to pay all its bills, possibly triggering an unprecedented default that officials warn could badly harm a national economy struggling to recover from the worst recession in decades.

Obama wants legislation that will raise the nation's debt limit by at least $2.4 trillion in one vote, enough to avoid a recurrence of the acrimonious current struggle until after the 2012 elections.

Republicans want a two-step process that would require a second vote in the midst of a campaign for control of the White House and both houses of Congress.

There were concessions from both sides embedded in the competing legislation, but they were largely obscured by the partisan rhetoric of the day.

A Senate Republican leader Mitch McConnell of Kentucky urged Obama to shift his position rather than "veto the country into default."

And Reid jabbed at tea party-backed Republicans who make up a significant portion of the House GOP rank and file. The Nevada Democrat warned against allowing "these extremists" to dictate the country's course."

The measure Boehner and the GOP leadership drafted in the House called for spending cuts and an increase in the debt limit to tide the Treasury over until sometime next year. A second increase in borrowing authority would hinge on approval of additional spending cuts sometime during the election year.

Across the Capitol, Reid wrote legislation that drew the president's backing, praise from House Democratic leader Nancy Pelosi ? and criticism from Republicans.

By design or not, the two sides' harsh remarks obscured concessions that narrowed the differences among the nation's political leaders as they groped for a way to resolve the economic crisis.

With their revised plan, House Republicans backed off an earlier insistence on $6 trillion in spending cuts to raise the debt limit.

And Obama jettisoned his longstanding call for increased government revenues as part of any deficit reduction plan.

Pending the president's televised speech, the White House also declined repeatedly to say whether Obama would veto the revised House measure.

White House communications director Dan Pfeiffer called the proposal "not a serious attempt to avert default because it has no chance of passing the Senate."

Not all Republicans were happy with their leadership's decision to scale back legislation that had cleared the House last week, only to die in the Senate.

Among House conservatives who have provided the political muscle for the Republican drive to cut spending, the revised legislation was a disappointment. "I cannot support the plan," said Rep. Jim Jordan of Ohio, one of the leading advocates of legislation that cleared the House last week and died in the Senate.

But two rank-and-file Republicans said their constituents were voicing concerns other than the rising federal debt.

Rep. Tom Rooney, R-Fla., said his office is getting calls from constituents saying, "If I don't get my Social Security check, it's your fault."

Rep. Tom Reed, a New York freshman, said many of his constituents are telling him to stand firm in his drive to cut spending. "But I will admit there's some anxiety in the district" about Social Security and other programs, he added.

As Boehner readied his legislation, Senate Democratic leaders called a news conference to announce their own next steps.

The Democrats' measure would cut $2.7 trillion in federal spending and raise the debt limit by $2.4 trillion in one step ? enough borrowing authority to meet Obama's bottom-line demand.

The cuts include $1.2 trillion from across a range of hundreds of government programs and $1 trillion in savings assumed to derive from the end of the wars in Afghanistan and Iraq.

Boehner ridiculed the $1 trillion in war savings as gimmicky, but in fact, they were contained in the budget the House passed earlier in the year.

The legislation also assumes creation of a special joint congressional committee to recommend additional savings with a guaranteed vote by Congress by the end of 2011.

Yet in the maneuvering it appeared another of the president's long-held conditions appeared to be in danger of rejection.

Neither Boehner's measure nor the one Reid was drafting included additional revenue, according to officials in both parties.

In addition to a two-step approach to raising the debt limit, the House measure would require lawmakers in both houses to vote later this year on a constitutional amendment requiring a balanced federal budget.

An earlier bill, passed in the House last week but then scuttled in the Senate, would have required Congress to approve an amendment and send it to the states for ratification.

That same bill would have made $6 trillion in spending cuts in exchange for raising the debt limit.

Obama promised to veto that bill even before the House voted on it.

Each side offered accounts of secret maneuvering designed to put the other side in a poor light.

Democratic officials said Obama called Boehner on Saturday night, one day after the collapse of compromise talks, and offered to reduce his demand for new tax revenue by $400 billion.

In return, Obama said that he wanted Republicans to abandon their demand to cancel parts of the year-old health care law if future deficit cuts did not materialize.

This official said Boehner rejected the proposal on Sunday.

Republicans disputed that account ? and offered one of their own.

In their version of events, Reid agreed on Sunday night to a two-step approach to raising the debt limit that Obama has rejected.

Democrats denied it.

None of the officials involved would agree to be quoted by name.

President Appeal to Work Collectively to Protect Environment and Humanity

International seminar on ?Global environment and Disaster Management: Law and Society? started deliberations on biodiversity and natural resource management. The seminar which began yesterday discussed the science and economics of biodiversity, access and benefit sharing: rights of plant breeders and traditional communities, protection of biodiversity and ensuring rights of indigenous people: legal framework, bio-safety and genetically modified organisms and natural resource management and the green economy.

The Seminar raises critical issues for reflection on environmental concerns and disaster management providing a platform for academicians, policy makers, the judiciary, lawyers, civil society, law makers, students and other stakeholders to deliberate on topical issues like climate change, natural resource management, disaster management, legal responses to natural and man-made hazards, human rights, the role of the judiciary in strengthening law and policy on environment and disaster management. The focus of the seminar is to collectively seek solutions that are not only environment friendly but support all inclusive growth that sustains not just the environment but human life and livelihoods.

Smt. Pratibha Devisingh Patil, the President of India, at the inaugural session yesterday observed that this would be an opportunity for discussions on the linkages between the disciplines of law, disaster management and the sciences, as well as to identify legal and technical issues of contemporary significance with relation to the environment. She said, ?Managing the environment as well as mitigating and adapting to the many impacts of climate change, will be one of our most important challenges and knowledge must prepare us for taking suitable actions. Experience the world over has, time and again shown that destruction caused by disasters, can be minimized by a well functioning disaster management system and that lack of such systems can cause even greater disaster and that what is needed is efficient policies and institutional support right up to the stage of rehabilitation of affected persons and disaster warning and preparedness systems that are effective must be prepared. We should work collectively to protect environment and humanity. Similarly, relief and rehabilitation work should be quick and well co-ordinated and some man-made disasters can be averted by strict adherence to safety norms and regular maintenance schedules. It is imperative that agencies involved in this area, evolve fully functional partnerships, so that reaction to such events can be timely, efficient and effectual.?

The role of law in the post-disaster phase was expressed to be very important and the President exhorted the legal system to ensure that there is transparency and accountability of all activities, including compensation amounts to be given to the affected, legal assistance and dispute redressal mechanisms.

Chief Justice of India, Justice Sh S H Kapadia said, ?The traditional concept that development and ecology are oppose to each other is not acceptable today. Sustainable development is the answer to importance of human life. It will help to eradicate poverty and improve the quality of human life .But the most important essence is right to life. We are growing at the rate of 50,000 per day. The shrinking resources will not help any excellent schemes or projects and will destroy growth. The ultimate challenge for environment ethics is conservation of life on earth. The man-land ratio is adverse. The carrying capacity of the supporting economy has to be improved. The forest and environment is national asset and we have to transfer it to our next generation.? Justice Sh Kapadia suggested to the Ministry of Environment and Forests to simplify their notifications. . He appealed the Ministry to have a panel of experts and follow a common procedure. A change in the pattern of submitting project reports is required where opinion of project applicant for viability of project should not be accepted.

Mr. Goolam E. Vahanvati, Attorney General of India in his Introductory address reflected upon the destruction of forests and uncontrolled use of natural resources which led to disasters like tsunami and mentioned how water resources had been affected by phenomena like anoxia i.e. when water bodies loose oxygen. Global dimming and coral bleaching were also concerns in relation to biodegradation expressed by him.

Mr. Salman Khurshid, Hon?ble Minister of Law and Justice expressed that this seminar was a historic opportunity to provide for a safe and comfortable future for inter generational equity.
Smt. Jayanthi Natarajan, Minister of State for Environment and Forests stated that the earth and the planet are not something that we inherit from our ancestors but something we have borrowed from posterity. The speaker emphasized that the environmental issues require intervention not just by government or by Courts but by every single person and so we need a ?people?s movement? on environment to see that the environment is safe from disasters. The speaker further said that India is at the fore front of the drive for sustainability and was the first country to enshrine environment protection and conservation steps in our Constitution and that our country has shown a commitment to sustainable development and has introduced the National Action Plan for Climate change in 2008.

Mr. Justice Dipak Misra, Chief Justice, High Court of Delhi proposed the vote of thanks and said that the need of the hour calls for a clear perceptual shift to develop eco-friendly mindset, the spirit to repair damaged areas and to ingrain the idea that the progress of the human race is only possible, if we nurture nature with care and foster it with real concern.

Mr. Justice Swatanter Kumar, Judge, Supreme Court of India and Chairperson, Organizing Committee in his welcome address invited educationists, environmentalists, judges, lawyers and the delegates to focus and debate on the burning issue of global environment which had brought together the representatives from 15 countries around the globe to showcase a range of innovative suggestions on the resolution of environmental problems.

The participants were called upon to make optimum use of the invaluable exposure in building their tomorrow by protecting the global environment. He expressed hope that this seminar would provide participants a forum to map out a territory which would be equally constructive for the most experienced policy makers and the novice student alike.

?Disaster Risk Reduction?, was no longer optional but a strategic and technical tool for helping national and local governments to fulfil their responsibilities towards citizens and gave a clarion call to effectively mobilize the international community. He also said that environment ought to be treated as ?public trust?, protected by judicial pronouncements.

Jayanthi Natarajan, Minister for Environment and Forests (I/C), Lt. Governor, Shri Tejinder Khanna, Mr. Justice Dipak Misra, Chief Justice, High Court of Delhi, Mr. Goolam E. Vahanvati, Attorney General for India, Judges of the Supreme Court, Chief Justices of High Courts, Judges of High Courts from India and abroad and Prof. D.S. Sengar, Director, Indian Law Institute graced the occasion.

The three days International Seminar on ?Global Environment and Disaster Management: Law and Society? has been organised under the aegis of the Supreme Court of India, the High Court of Delhi, the Indian Law Institute, the Ministry of Environment & Forests and the Ministry of Law and Justice. Representatives of 15 countries are participating in it. The Prime Minister of India ,Dr Manmohan Singh will deliver valedictory address tomorrow.

Tim Pawlenty on Same-Sex Marriage vs Traditional Marriage ...

Republican candidate for President Tim Pawlenty sat down with CNN?s Candy Crowley to discuss a number of issues Sunday ? including the comeback of the mullet ? but I?m certain none will have the legs of their conversation on the issue of same-sex marriage. ?The MSM loves to paint the Right as the unsympathetic mass that opposes happiness for all in the name of preserving the institution of man and woman as between a man and a woman. ?I?ve stated very clearly that I believe the matter to be a state issue; or a personal one. ?Accordingly, while I share some of Pawlenty?s opinions on the matter, I believe it to be an issue of zero import in a presidential election as a central issue.

That said, the Left and the MSM will insist on making it one, so here you go. ?Pawlenty?s position on same-sex marriage.

?I think we have a longstanding practice ? it?s social, it?s legal, it?s cultural? that says a man and a woman are joined together for obvious reasons: in relationship, in marriage, in procreation; in raising children,?in their function in society. ?And I?m not at the point, nor will I ever be at the point, where I?m going to say ? you know what ? that?s not really special or any different than any other domestic relationships we can imagine or assemble. ?I don?t buy that at all.?

?I think when society devalues traditional marriage by saying all other domestic relationships are the same as traditional marriage you then?dilute?and devalue traditional marriage.?

?It?s certainly a social and cultural, and moral issue, but it also has practical effects. ?I think obviously a man and a woman together are the traditional family. ?That?s how children are born and raised ? traditionally.?

?There are many examples of single parents and others who have heroically and lovingly raised children? I?m not saying that there can?t be single parents??I?m just saying that we want to maintain traditional marriage; elevate it in the eyes of the law; and in our society it is not the same as domestic relationships.?
