Bulk Investors And The Real-Estate 'Recovery' | ZeroHedge

Bulk (Wall Street) buyers have been receiving a lot of attention recently. It's time to take a closer look.

There is little data available pertaining to bulk investors and even less meaningful analysis. Historically, Wall Street has never been active in direct ownership of single family homes, so there is no past histrory to learn from. We need to start from scratch.

How big are these bulk buyers? A few months ago, I read a report that Keefe, Bruyette & Woods estimated Wall Street had raised $6 billion to $8 billion so far, which is really a paltry sum in the world of high finance. It is impossible to estimate how much small investors are adding to this investment pool. We also have no clue how much this pool may grow over time, or whether it will? soon be exhausted and shrink instead.

Investors typically buy lower end properties. Say at an average of $100,000 per unit, the $6 billion to $8 billion raised so far would not even amount to 100,000 homes.

On the national level, and using the most recent releases, Existing Homes Sales and New Homes Sales combined are coming in at a pace of just over 5 million for 2012. The median price is $178,000 for existing homes and $242,000 for new homes. 100,000 homes would not even show up on the radar.

As for foreclosures, there are 5.6 million total non current loans in various stages of default. The current estimate for under water mortgages still exceeds 10 million, or about 20% of all mortgages. The Wall Street bulk investors are unlikely to put a dent in the distress property arena for the foreseeable future. In comparison, when the Resolution Trust Corporation (RTC) was dissolved back in 1992 due to the sunset clause, investors cleaned the entire inventory of REOs and loans off the books with just a few auctions.

On the localized level, it is a slightly different story. I am going to use three Western metro areas as examples. Phoenix, Southern California and Las Vegas were hotbeds of the subprime bubble and are once again the most sought after areas, this time by bulk investors. Using September data from DQNews, investors purchased 38.6%, 27.3% and 48.5% of all sales respectively. The actual number of absentee buyers for the four areas totaled 9,885 for the month of September. I expect this number will grow for the current months and into the near future, as investors eagerly place their funds. There is no data that separates absentee buyers into specific classes, such as Wall Street funds, local syndicates or small investors. However, if the bulk buyers are actively accumulating in these select markets, it is safe to assume that they do have some influence. The question is for how long.

Of the aforementioned metro areas, Las Vegas is the most out of whack. There were 4,570 sales in October.? 50.2% were sold to absentee owners, 52.5% in cash (43.2% were short sales, 16.7% were REOs) and 36.1% FHA financed. I have never seen a market where over half of the buyers paid cash and over 1/3 of the sales were financed via the FHA, leaving only 14% of sales in the "other" category.

In just the months of September and October, Las Vegas sold 4,278 single family units to absentee owners.? Assuming a majority of them will show up as rentals soon, if they haven't already, how much more can the market absorb? If this trend continues, how many months will it take to swamp the desert with single family rentals?

Even more out of whack is the "it's cheaper to buy than rent" theory. I am not disputing the math but rather the conclusions.? Just the fact that it is cheaper to buy does not mean that renters should buy. Maybe housing is simply unaffordable and rents are way too high.? As the supply of rentals continues to increase, natural economic forces should be driving down rent and home prices. Furthermore, if renters are buying because it is cheaper than renting, won't there be even more pressure from this supply of rentals? Where are the additional 2,000 renters going to come from each month?

Finally, it is mind boggling that they are still building in this market. Here are some of the new homes for sale.? Just this website shows 100 communities on the market.

As an investor, why would I touch the Las Vegas market? Check out the popular websites such as craigslist or rentals.com. There are countless houses, condos and apartments for rent, all chasing after this phantom demand.? Cash investors have to ability to lower rents to the level that the market will bear, but can current investors compete? With so many renters, are neighborhoods going to deteriorate, driving even more under water mortgages into foreclosure?

I took a number of these rentals in Las Vegas and did a quick analysis on their return. It is impossible to come up with a reliable vacancy allowance. It is entirely possible for a bulk investor today to be sitting on a bulk of vacant houses tomorrow. While the option exists to lower rents, that can cause a chain reaction which may result in more foreclosures, more distress properties and a new round of depreciation in value.

Phoenix was probably the first region to experience an investor driven rebound. The most recent data from DQNews for September are already showing a sequential as well as a year over year decline. I am eagerly waiting to see what the October statistics will look like. Is that recovery already running out of steam?? The median price has been appreciating to $155,000 but it is still 41.3% below the all time peak of $264,100 in 2006. I am not suggesting that the subprime peak was reasonable, just that there is still a boatload of homeowners who have little or no equity in their homes.

Here in Southern California, the herd mentality is in full control with buying increasing at all levels. How long will this feeding frenzy last? Will the bulk investors be able to generate enough returns to whet their appetite for more? Will the local investors continue to ride on the coattails of the Wall Street moguls? Will owner occupiers continue to overpay for new homes because the 1%ers are paying cash and squeezing them out of the non-FHA market?

Iraqi forces agree with Kurds to defuse tension

BAGHDAD (Reuters) - Iraqi military leaders agreed on Monday with commanders from the Kurdistan region to defuse tension and discuss pulling their troops back from an area over which they both claim jurisdiction.

Baghdad and the autonomous Kurdish region last week sent thousands of troops into the oil-rich territories along their contested internal border, raising the stakes in a long-running row over land and oil rights.

Military leaders from both sides met at the Ministry of Defence in Baghdad in the presence of a senior military officer from the United States on Monday.

A statement from the commander in chief of the Iraqi armed forces said the two sides had agreed to "start pacifying the situation and discuss a mechanism to return the forces which were deployed after the crisis to their previous positions".

A spokesman for the Kurdistan regional government said the Kurdish delegation would report back to the political leadership, which would decide what steps to take next.

The Iraqi army and Kurdish troops have previously come close to confrontation only to pull back at the last moment, flexing their muscles but lacking any real appetite for a fight.

Earlier on Monday, Iraqi Kurdish Prime Minister Nechirvan Barzani said dialogue was the only solution to the crisis, which had been brewing over the formation of a new command center for Iraqi forces to operate in the disputed areas.

The second military buildup this year illustrates how far relations between Baghdad's central government, led by Shi'ite Muslim Arabs, and ethnic Kurds have deteriorated, testing Iraq's federal cohesion nearly a year after U.S. troops left.

Washington intervened in August to help end a stand-off between Iraqi troops and Kurdish forces which came close to confrontation along their internal border in another disputed area near the Syrian frontier.

The latest flare-up began a week ago when Iraqi troops went after a fuel smuggler who had taken refuge in the office of a Kurdish political party in one of the disputed areas, igniting a clash with Kurdish Peshmerga fighters.

How about mental health professionals? | Mental Health Hub

Today the National Mental Health Commission released the World?s First National Report Card into Mental Health and Suicide Prevention. Professor Allan Fels, Chair of the National Mental Health Commission, announced that Australia can improve the lives of millions of Australians if the Prime Minister, Premiers and Chief Ministers ?through COAG ? reaffirm their commitment to mental health and have the courage to respond tenaciously to the first national report card into mental health and suicide prevention.

The first annual report highlighted:

  • 900,000 Australians with a mental illness are missing out on the services they need
  • mental illness is costing the economy $20 billion a year
  • more than two thousand deaths from suicide in Australia each year and over 65,000 suicide attempts
  • one in eight people discharged from a mental health service are left homeless
  • half the Australian population will experience a mental illness at some time in their life and around 3.2 million adults a year have a mental health problem
  • mental illness is costing the economy $20 billion a year
  • a person with a mental illness will live 10 -32 years less than someone from the general population

The media is choosing to highlight that ??one third of those who get help via a hospital are there against their will and many are subject to physical restraint such as a locked door, straps or belts or sedation.? Professor Fels report is also seeking to ??minimise the use of seclusion and restraint?

As a mental health professional with 15 plus years of experience in senior clinical roles I can assure Professor Fels, the commission, the media, families and consumers of the mental health system that many numerous quality improvement activities, policies and procedures are already in place to protect individuals against improper use of seclusion and restraint. Personally I would be elated if I didn?t have to restrain or seclude another person ever again! A clinician?s stance is always the least restrictive environment. Always without exception!

What do we suggest a mental health professional does if someone is at risk of and threatening to assault staff or seriously injuring themselves or at risk of killing themselves? Measures like seclusion, chemical restraint and physical restraint are sparingly used at the moment and any additional restrictions will make the workplace even more dangerous than it already is. My colleagues in the emergency department are constantly professing ?there is no way I would do your job!? and asking ?How can you do this job?? and my response is simple, ?I enjoy doing what I do?.

Although I enjoy my job, I do not enjoy the violence! I can not count how many times I dodged a left hook or have had to restrain someone from wanting to leave the emergency department when at serious risk of personal misadventure. This is a?concerning part of?a mental health professionals working day. In the last week I have witnessed colleagues being kicked in the head, spat on, threatened with serious assault and I was threatened with death.

This is the environment that mental health professionals ply their trade and something needs to be done!

Bounce house-related injuries on the rise in U.S

NEW YORK (Reuters Health) - The number of U.S. children hurt while using inflatable bouncers, such as bounce houses and moonwalks, is 15 times higher than in 1995, according to a new study.

Researchers, who published their findings in the journal Pediatrics on Monday, said there are about five bounce house-related injuries per 100,000 U.S. children every year.

That's far less than the estimated 31 trampoline-related injuries per 100,000 U.S. children reported in 2009, but the study's lead author says the new findings should make people take notice.

"Groups should take a look at these data, help us get the word out and make sure parents are making informed decisions," said Dr. Gary Smith, director of the Center for Injury Research and Policy at Nationwide Children's Hospital in Columbus, Ohio.

The number of kids being brought into emergency rooms (ERs) for the injuries increased from 702 in 1995 to 11,311 children in 2010.

Broken bones and sprains were the most common types of injuries with each accounting for about a quarter of the ER visits. Cuts, concussions and bruises made up the rest.

Smith suggested that parents limit the use of bouncers to children about 6 years old and older, limit the number of children using them at one time, and always have a parent present.

Until now, according to the researchers, there had only been one other study looking at bouncer-related injuries, and that only looked at broken bones in a small number of patients at one hospital.

For their new study, the researchers used information from a database of injuries related to consumer products that were treated at about 100 U.S. ERs between 1990 and 2010.

From that database, Smith and his colleagues were able to estimate that about 65,000 children and teens were treated for bouncer-related injuries during that time.

About a third were under five years old, half were between six and 12 years old, and the rest were between 13 and 17 years old.

They found that the rate grew toward the end of the study with the annual number of injured children more than doubling from 2008 to 2010.

The most likely explanation for the increase is more children using inflatable bouncers.

"We tried really hard to get those numbers," said Smith. "We generally got the feedback that the usage was going up but we couldn't get any firm numbers."

Dr. Tigran Avoian, the author of the previous study on bouncer-related broken bones, said it could also be attributed to other factors, such as better reporting by hospitals.

"I don't think it's related to an epidemic," said Avoian of the Los Angeles Orthopaedic Hospital, who was not involved in the new study.

In an email to Reuters Health, John Carr, of the American Inflatable Alliance, warns that the new study does not say how many children who use inflatable bouncers got injured.

He added that - by his calculations - children may use bouncers as many as 643 million times per year.

"When utilization is factored in, injury rates are actually quite small," he writes.

SIMILAR TO TRAMPOLINES

The researchers point out that -- aside from the frequency -- inflatable bouncer-related injuries were similar to previous findings on trampoline injuries.

Specifically, arm injuries decreased, while leg injuries increased, as children got older.

Also, the number of children needing to be hospitalized -- about 3 percent -- in the new study was about the same as for trampoline-related injuries.

Earlier this year, the American Academy of Pediatrics advised against the use of trampolines at homes and playgrounds. (see Reuters Health article of Sep. 24, 2012. http://reut.rs/OPn4z5)

But Smith told Reuters Health that a similar recommendation for bouncers is probably not wise.

"My personal philosophy is that we need to try to get children off the couch so that they are physically active and develop a healthy and active lifestyle, but understand any activity comes with risks... So the purpose was not to be an alarmist, but to make sure parents understand the risks," he said.

In his previous study, Avoian and his colleagues suggested that children playing in bouncers be supervised and broken into groups by size.

"They should know kids can get serious injuries, but it could be prevented," said Avoian.

World stocks meander as US, Japan observe holiday

BANGKOK (AP) ? World stock markets saw little movement Friday amid holidays in the U.S. and Japan, although traders kept an eye on Americans hitting the stores for the start of the biggest shopping season of the year.

"It often provides a first glimpse at the strength of consumer spending in holiday season," Michael Carey of Credit Agricole CIB said in a market commentary. "Many industry analysts expect the gains to be centered in the consumer electronics sector."

The day is dubbed "Black Friday" because it falls on the day after Thanksgiving and is when U.S. retailers traditionally turn a profit as millions of Americans rush out to stores in search of gifts for Christmas and other celebrations.

European stocks were nearly unchanged in early trading. Britain's FTSE 100 edged marginally higher to 5,792.21. Germany's DAX was flat at 7,243.52. France's CAC-40 was less than 0.1 percent up at 3,498.48.

Wall Street prepared to open for a half-session after Thursday's Thanksgiving holiday. Dow Jones industrial futures rose 0.3 percent to 12,836 while S&P 500 futures gained 0.3 percent to 1,391.80.

In Asia, Hong Kong's Hang Seng index rose 0.8 percent to 21,913.98 and South Korea's Kospi added 0.6 percent to 1,911.33. Benchmarks in Taiwan, mainland China and the Philippines also rose. Australia's S&P/ASX 200 was nearly unchanged at 4,413. Benchmarks in Indonesia, Malaysia and Thailand fell.

A manufacturing survey that showed China's manufacturing grew for the first time in 13 months in November helped boost global stock markets on Thursday. The gains in Europe came despite a survey showing that the combined economy of the 17 countries that use the euro remains in recession.

Over recent weeks, the focus of attention has been on two main issues ? whether the White House can come to a deal with Congress on the budget and whether Greece will get its next batch of bailout cash.

Though a deal on either front has yet to be achieved, investors remain confident that their worst fears ? a U.S. recession and a Greek exit from the euro ? will be averted.

A U.S. budget deal is expected to be achieved to avoid automatic tax increases and spending cuts at the start of next year, while observers say Greece will likely get approval for the release of the money it needs to avoid bankruptcy at a meeting in Brussels on Monday.

"Should both events be concluded successfully, one can only assume we will be in for a good run into the end of the year and possibly get back to the levels we were trading in the lead up to the US presidential elections," said Stan Shamu of IG Markets in Melbourne.

Benchmark oil for January delivery was down 13 cents to $87.25 a barrel in electronic trading on the New York Mercantile Exchange. The contract rose 63 cents to finish at $87.38 a barrel on Wednesday.

In currencies, the euro rose to $1.2880 from $1.2825 late Wednesday in New York. The dollar fell to 82.14 yen from 82.49 yen.

(AP) ? It doesn't matter if the earth sways in Chile, Alaska or Japan, the formation of the sea floor along the U.S. West Coast generally aims any tsunami surges at the tiny California port town of Crescent City. Churning water rushes into the boat basin and then rushes out, lifting docks off their pilings, tearing boats loose and leaving the city's main economic engine looking as if it has been bombed.

That's what happened in March 2011, when a Japanese earthquake sparked a tsunami that sank 11 boats, damaged 47 others and destroyed two-thirds of the harbor's docks.

Port officials are hoping that tsunami is among the last of many that have forced major repairs in Crescent City, a tiny commercial fishing village on California's rugged northern coast. Officials are spending $54 million to build the West Coast's first harbor able to withstand the kind of tsunami expected to hit once every 50 years ? the same kind that hit in 2011, when the highest surge in the boat basin measured 8.1 feet and currents were estimated at 22 feet per second.

Officials are building 244 new steel pilings that will be 30 inches in diameter and 70 feet long. Thirty feet or more will be sunk into bedrock. The dock nearest the entrance will be 16 feet long and 8 feet deep to dampen incoming waves. The pilings will extend 18 feet above the water so that surges 7 ? feet up and 7 ? feet down will not rip docks loose.

Crescent City was not the only West Coast port slammed by the tsunami, which was generated by a magnitude-9.0 earthquake in Japan. The waves ripped apart docks and sank boats in Santa Cruz, Calif., and did similar damage in Brookings, Ore., just north of Crescent City. But their geographical location doesn't make them as vulnerable to multiple tsunamis.

"Normally, Crescent City takes the hit for all of us," said Brookings harbormaster Ted Fitzgerald.

Since a tidal gauge was installed in the boat basin in 1934, this small port has been hit by 34 tsunamis, large and small. It typically suffers the most damage and the highest waves on the West Coast, said Lori Dengler, professor of geology at Humboldt State University.

The sea floor funnels surges into the mouth of Crescent City's harbor, and the harbor's configuration magnifies them, experts say.

A wave generated by an earthquake in Alaska on Good Friday, 1964, killed 11 people and wiped out 29 city blocks. That was 10 years before the boat basin was even built.

When the waves hit in 2011, the port was still repairing damages from a tsunami that hit in 2006. Officials already had a plan for dealing with future tsunamis, said Ward Stover, owner of Stover Engineering in Crescent City, which put together the plan.

With no tsunami building codes, Stover said the state of California and Crescent City decided to prepare for the kind of tsunami expected to hit every 50 years. They rejected as too expensive building a tidal gate to close off the mouth of the harbor or trying to survive a powerful tsunami like the one that hit in 1964. Instead, they planned to make the docks strong enough to ride out the most likely surges.

"It's tsunami-resistant, not tsunami-proof," Stover said.

Construction has been marked by one delay after another. Government funding was slow, and a custom-built drill bit for installing the extra-strength pilings deep in bedrock broke. So authorities switched to installing temporary docks the old-fashioned way, by pounding in the pilings, to get them through the winter. Many of the 60 commercial fishing boats based in Crescent City are still mooring in the outer harbor. Others have to make do without water or electricity.

The March 2011 tsunami was a wake-up call for communities up and down the West Coast. Many improved tsunami evacuation plans and held mock evacuations.

But some experts say the West Coast is still not taking the threat seriously enough.

"Many ports on the West Coast are in denial as to their tsunami hazard," said Costas Synolakis, professor of civil and environmental engineering and director of the Tsunami Research Center at the University of Southern California.

6 Ways Couples Can Connect During the Holidays Even though the holidays are about loved ones, they somehow don?t leave much time for couples to connect. Between added responsibilities and family obligations, it might seem like you?re spending less and less time together. Or maybe quantity isn?t the issue, but quality time is.

?It is very important for couples to remember that although they are integral parts of their extended families, and for couples with children, integral parts of creating rituals and memories for their children, they also ? first and foremost ? have a?commitment?to each other,? said Nikki Massey-Hastings, PsyD, a clinical psychologist who works with couples.

But while connecting might be tricky, it?s absolutely possible. Here are six ideas for reducing stress and staying connected during the bustling holiday season.

1. Be selective.

Talk to your partner about the events you?ll attend. ?Decide where you will go for which holiday, and alternate the choices every year,? said Mudita Rastogi, Ph.D, a licensed marriage and family therapist in Arlington Heights, Ill. Being selective with your holiday plans minimizes stress and lets you enjoy the events you do attend, she said. ?

2. Be fair.

When making plans, don?t shoot down your partner?s ideas. As Rastogi said, ?If hubby insists on spending the whole weekend with Grandpa Henry, try to understand why.?

And brainstorm a variety of solutions. For instance, she said, you might drive separately to an event.

3. Have special traditions.

You probably have a number of traditions with your extended family, Massey-Hastings said. For instance, you might eat your holiday meal at the same place every year or have a specific way of opening presents, she said. And if you have kids, you might take them to the same holiday attractions, she said.

Traditions that involve the two of you are just as important. These rituals help to bolster your bond, Massey-Hastings said. And they protect against potential stressors that might come up from spending time with your extended family ? for instance, your traditions might include selecting a new ornament every year or enjoying a special holiday date.

4. Sneak in together time.

Cook an interesting meal together, go to the movies or use your time in the car to catch up, Rastogi said. Even if you?re at someone else?s home for the holidays or hosting loved ones, carve out some alone time.

For instance, go to your room 30 minutes before you need to sleep, wake up 30 minutes before you need to start getting ready, go for a walk or run errands together, Massey-Hastings said. If you have kids, this time without mom and dad helps them bond with their other relatives, she said.

5. Get creative together.

?Create a collage of pictures for your annual holiday letter, bust out your favorite playlist and practice your dance moves for the holiday party, or write your own song with your sweetie,? Rastogi said. It?s also a great way to relieve stress, she said.

6. Make time for intimate moments.

It?s important to connect with your partner in all areas of your relationship, and that includes sexual intimacy, Massey-Hastings said. You might try different locations ? like a bathroom or private backyard under a blanket ? positions or activities, she said. Or you might just try being ?quiet in a house full of loved ones.?

Connecting during the holidays might be a challenge, but with a little bit of planning and effort, you can have fun as a couple and nourish your bond.

After meeting and living in New York, Heather convinced Mickael that living in the Virginia countryside would be just like moving back to life in the French countryside . . . sort of. That?s when the couple stumbled upon Fredericksburg and set up a workshop where they design and build custom furnishings, architectural woodwork, kitchens and residential and commercial spaces with their team (their benches can be seen in the Sneak Peek of Susan and William Brinson?s New York loft space).

Equidistant from Washington, D.C., and Richmond, VA, Fredericksburg is perhaps best known for the University of Mary Washington and its civil war landmarks, battlefields and the many places where George Washington slept, but it?s much more than that. It?s also a sweet piece of small-town America with a fast-growing art, food and design scene at its historic downtown core. There is a strong sense of ownership and entrepreneurship downtown, where the majority of shops and restaurants are owned and operated by members of the community. Everyone seems to know everyone, and if they don?t, they soon will. Fredericksburg is a hospitable city that loves a party, so be sure to check out the calendar for events celebrating everything, including Greek heritage, Oktoberfest, dog parades, Bastille Day (a personal favorite!), home and garden tours and the list goes on. That plus the abundance of awesome colonial American, Victorian and early 20th-century architecture are great reasons to add the ?burg to your list of places to check out in Virginia.

See/Do

Carl?s Ice Cream is affectionately known as ?Carl?s? and is a Fredericksburg institution that oozes delicious soft-serve. This place definitely has its own cult following that will brave crazy long lines and inclement weather. Carl?s has been owned and operated by the same family since 1947 and still operates out of a 1940s frozen custard walk-up. There are four flavors available (vanilla, chocolate, strawberry and pineapple), as well as sundaes, shakes, malts and frozen slushes. In warm weather or at the end or beginning of the season, be prepared to wait in a line that wraps around the block and down the street, but once you see the electric lights of the Carl?s sign calling, there?s no going back. Goolrick?s Pharmacy is one of America?s longest continuously running pharmacies that still offer traditional sandwiches, malted milks, milkshakes and cherry Cokes from a Norman Rockwell-era lunch counter. A mix of regulars and tourists mingle here over egg salad, BLTs, potato chips and macaroni salad, as well as other nostalgic sides. The menu is simple, and the seating is limited, but if you see a stool, steal it. 901 Caroline Street. 540.373-9878

Don?t miss the Fredericksburg Area Museum located on the corner of Princess Anne and William Streets. It?s a small museum showing both permanent collections and changing feature exhibitions that highlight the ?burg?s history in art, architecture, economy and community, among other topics. I would be remiss if I didn?t mention all of the tours available in Fredericksburg. There is a tour for almost anything, including the Kenmore Plantation and Ferry Farm;?the Mary Washington House;?a trolley tour, an architecture tour; a ghost tour and riverboat lunch, brunch or dinner tour. Let me start by saying that we L-O-V-E love Food?. Food? (say it like foodie) serves up an ever-changing menu of fresh, regional, seasonal food that makes you feel as though everything is right in the world. Owners and BFFs Joy Crump and Beth Black and their staff have created a go-to for happy, amazing food without the fuss. Find your way through the wrought iron gate, down their beautifully decorated alleyway lined with outdoor seating, and into the small dining room. Be forewarned: The set-up is a bit unconventional. Come inside, grab a menu, order at the counter and find a place to sit ? the food will be on its way. Because Food? doesn?t offer traditional table-side service (although I?ve never wanted for anything), they don?t ask for tips. Bistro Bethem is owned by husband-wife team Blake and Aby Bethem and was one of the first places we loved (and still love) in Fredericksburg. The Bethems focus on spinning local farm-fresh produce into comfortable fine dining. Their cozy space houses artwork from local artists, a 300-year-old pine bar with some of the most interesting handcrafted drinks in town, periodic live music and a warm and knowledgeable staff. Sammy T?s has been a Fredericksburg mainstay since opening in 1981. Housed in a former auction house, Sammy T?s menu serves up diverse daily specials and a vegetarian (and vegan!) friendly menu. Up early? Make your way over to Eileen?s Bakery and Caf? for the cases full of freshly baked breads, pastries, confections and an array of breakfast sandwiches and small plates. On the far end of Caroline Street?s retail row, Eileen?s is located in a small renovated church building with a garden patio in the back. The George?s Mess is a local favorite and no-fail choice for breakfast. If you linger long enough, lunch starts at 11 a.m. with seasonal homemade salads and sandwiches. While it?s a few blocks up from most of the downtown action, if you make the (albeit short) trek, you will find a couple of the nicest guys and some of the best, baddest sandwiches in town at Jake & Mike?s. In addition to their long, very worthwhile sandwich menu, Jake & Mike?s is open for Sunday brunch and dinner on Tuesday through Sunday with a range of specials and unpretentious simple dishes. La Petite Auberge has remained the place to go for regulars for over 25 years with their menu of traditional French and local dishes. This place feels storied, like a bit of an institution, and has certainly stuck to its old school roots. The service is fab, as is the food, and I tend to cozy up to their bric-a-brac-laced bar for a laid-back dinner. The kitchen was recently handed down from father to son, and I think it will be interesting to see what the new generation of La Petite brings. Closed Sunday. 311 William Street. 540.371-2727

Castiglia?s is Mickael?s go-to corner joint for wood-fired pizza in a warm, homey, leisurely environment with casual outdoor seating. The Castiglia family?s Italian eatery has been a mainstay for years and is soon expanding, with a wine bar and rooftop expansion. 324 William Street. 540.373.6650

Bist du hungrig?!? If you are hungry, welcome to The Bavarian Chef. This restaurant is an extension of a family-owned German restaurant by the same name located in Madison, Virginia, that offers up traditional Bavarian lunch and dinner as well as additional options for those who aren?t sure whether they should schnitzel or sp?tzle. The Bavarian chef takes up the interior of a retired railroad station (right next to the Amtrak), and when you come, you should (1) make a reservation and (2) come hungry. You will be fed well. Soup & Taco is a tiny slice of a lunch or quick dinner spot. In addition to having soup and tacos, they have a simple, straightforward menu of traditional fresh Mexican and Tex-Mex plates. Seating is limited. Closed Monday. 813 Caroline Street. 540.899-0969

Drink

Fredericksburg?s?Capital Alehouse is a sister location in a small local group of alehouses throughout Virginia. For those who just want a good, cold beer, this is the place to park it. The alehouse serves over 55 beers on tap and over 300 by the bottle on a winding iced bar top. 917 Caroline Street. 540.371.2337

If you?ve been in Fredericksburg for more than ten minutes, you?ve most likely seen Hyperion Espresso perched on the corner of William and Princess Anne Streets. Yes, it?s a coffee house. A very good one, in fact. But it?s also where people congregate, spilling outside and monopolizing the outdoor tables and chairs for as long as they please.? Aside from a sweet spot to have a non-alcoholic drink, they also offer light breakfast and snack options. 301 William Street. 540.373.4882

Kybecca wine bar is a popular stop for wines by the glass or bottle and cocktails. Shop

Whittingham is a treasure trove of interesting home accessories ranging from quirky boxes and objects to dishes and serverware to art, mirrors, linens, glassware and the list goes on. This store has great seasonal home accessories, as well, and a constantly changing, often hilarious storefront window. Next door at the Kitchen at Whittingham,?you will want for nothing in the way of specialty ingredients, cook and bake ware, and interesting quirky hooks and accessories. The Kitchen at Whittingham hosts regular cooking classes taught by local chefs on Thursdays and Sundays. This is my go-to place for interesting and affordable gifts. 1021 Caroline Street. 540.374.0443

While the ?burg has several antique stores, none of them, in my opinion, are as well curated as Beck?s antiques. Wandering into Beck?s is like stumbling into the attic of a family member who collected only cool and interesting things. While the prices vary, the quality of the furniture, china, crystal, jewelry and textiles is unmistakable. Once you make it to the back of the store, you will find a solid collection of old books ranging from American history to art and architecture.?708 Caroline Street. 540.371.1766

R&R Antiques is one of the largest antique shops in Fredericksburg, with 40-plus vendors. I like this place because it?s a hodgepodge of items that you can get lost searching through. If you do take your time and look through the odds and ends, you can get very good deals on items that might easily be overlooked by others. Recent finds include 19th-century apothecary jars, crystal and marble lamps for under $100 and interesting floral prints. The back of the store has a sizeable collection of vintage accessories, clothes, shoes and furs. 1001 Caroline Street

PA Dutch Food & Candy is a great little store that sells just about every kind of imported and iconic candy imaginable. Every time I come to this store, I try something new and interesting, and it never gets old. Its sister store,?PA Dutch Tea & Spice Company, is located next door. The shelves are lined with boxes housing different sized pouches of spices and loose teas, all with samples available for sniffing. They also have a nice selection of tea pots, infusers and accessories. 1013 Caroline Street. 540.656.240

Libertytown Arts Workshop is a working art space and gallery tucked away on Liberty Street that houses the works of several skilled craftspeople and artists. Pieces range from pottery to photography and are for sale in the gallery, and group classes are taught in the workshop. The workshop hosts a variety of events, as well, so be sure to check their calendar. My personal favorite is potter Neal Reed.?916 Liberty Street. 540.371.7255

I recently wandered into Savvy Chic and immediately found a handful of pieces that I wanted to take home with me and could actually afford to do so. The shop features a mix of funky refinished pieces, accessories and architectural elements from varying periods and styles. 619 Caroline Street. 540.368.5440.

The ladies behind Beaucoup Vintage and Madeline Ruth have teamed up for their new joint venture, Forage. The recently opened shop sells a really well-edited selection of consignment and vintage clothes and accessories.?208 William Street. 540.656.286

Emporio is another newer home store that offers upcycled and repurposed furniture, art and accessories that lean toward the glamorous and gilded. Recent finds include large demijohn bottles, painted bamboo screens and folksy paintings. 703 Caroline Street. 540.373.0619

Fredericksburg has an abundance of art galleries that are worth checking out. I especially like Art First Gallery,?which has represented local artists for 20 years with a variety of abstract, landscape, portrait and mixed media. The recently relocated DuJardin has an interesting mix of home accessories with an emphasis on European design. I come here to check out seasonal items, gifts and the small garden area in the back of the store. Recent finds include European egg ornaments painted with little owls. PonShop is a gallery and retail space with a little bit of everything. Owners Scarlett and Gabriel Pons? space is a good place to go for mixed media art, ceramics, paintings, clothing and handmade objects from local and regional artists, including their own art. (AP) ? For former CIA director David Petraeus, it was a one-year stint as top U.S. commander in Afghanistan. His replacement is scheduled to leave next year after 18 months in the job.

And now the sex scandal that draws them together ? Petraeus' career toppled and Marine Gen. John Allen's possibly on hold ? also has placed greater attention to the quick turnover of American battlefield chiefs in the 11-year war.

Nearly two dozen generals have commanded troops from the United States and the NATO-led International Security Assistance Force, or ISAF, since the American invasion in late 2001 ? with five U.S. generals running both commands in the past five years alone.

There is no firm evidence the Pentagon's revolving door in Afghanistan has posed any significant obstacles for U.S. troops, but some military analysts suggest the frequent changes at the top create potential breaks in continuity in the critical cooperation with the Afghan political leadership and security officials.

"The learning curve is pretty steep," said retired Lt. Gen. David Barno, who commanded U.S. forces in Afghanistan in 2003 and 2004. "One of the critical coins of the realm in being effective in this kind of environment is relationships among your allies, relationships with the host nation, and with the Afghans."

Iraq also had regular command changes, including Petraeus in charge during the U.S. troop "surge" in 2007 that helped dislodge insurgent control from key areas. But the war strategy in Afghanistan has, at many times, been even more complex as fronts shift and Taliban fighters regain strength.

"Rotating top commanders on an annual basis makes no management sense," Thomas E. Ricks, a senior fellow at the Center for a New American Security, wrote in an opinion piece published recently in The New York Times.

"Imagine trying to run a corporation by swapping the senior executives every year," he continued. "Or imagine if, at the beginning of 1944, six months before D-Day, Gen. George C. Marshall, the Army chief of staff, told Gen. Dwight D. Eisenhower, the supreme allied commander, that it was time to give someone else a chance to lead."

Petraeus, a four-star general, took over the Afghan command in July 2010 to fill a void after Gen. Stanley A. McChrystal was fired because of scathing remarks about America's civilian leadership. McChrystal's predecessor, Gen. David McKiernan, was ousted on May 11, 2009, a year before his term as commander was set to end because newly elected President Barack Obama wanted a new war policy. He had succeeded Gen. Dan McNeill, who served in 2007-08.

Petraeus completed a one-year term and retired to become CIA director in September 2011.

He resigned Nov. 9 after he had an extramarital affair with his biographer. Allen, who also has four stars, is under investigation following revelations that he exchanged thousands of emails with a Florida socialite also involved in the Petraeus case, including a few which were found to be of a questionable nature.

Some analysts and former military officers say that rotating generals so quickly creates a disconnect between the commanders and their Afghan allies, including the mercurial President Hamid Karzai. Commanders also have to deal with billions of dollars in funds and the complexities of handing over security to the Afghans by the end of 2014, including building an army and police of 352,000 almost from scratch.

Gen. Mohammad Zahir Azimi, a spokesman for the Afghan Ministry of Defense, said the longer a NATO commander stays in the job, the more chance he has to really understand Afghanistan.

"For us, an Afghan army corps commander should stay in his position for at least three years," he said.

Jawed Kohistani, military analyst in Kabul, said he thinks a constant changeover of senior NATO commanders or Afghan military leaders hampers coordination of the two forces. Staying longer, he believes, allows a commander to know insurgents and their weaknesses.

"It gives an opportunity for the enemy to use this gap ? the time between the leaving of one commander and the arrival of another ? to their advantage," Kohistani said. "There should be enough time for a NATO commander to get to know the Afghan president, vice presidents, security ministers and assess the situation. If he doesn't have enough time to do all these things, it has a negative effect on the security situation."

Obama sped up the confirmation hearing last week for Gen. Joseph Dunford to become the 15th ISAF commander and replace Allen, who was to leave in the spring after 18 months at the helm for a new job as U.S. European Command chief and NATO supreme allied commander. But Allen's confirmation has been postponed until an investigation into his role is concluded.

There have also been about a half-dozen U.S. generals who only commanded American combat troops in the first years of the conflict.

By comparison, the command tours of generals in Iraq "averaged almost twice as long as ISAF's," said Stephen Biddle, a professor of political science and international affairs at George Washington University.

Given the huge funds involved in the war effort, running the Afghan campaign has been as complicated as managing a multibillion dollar corporation.

Anthony Cordesman, a national security expert at the Center for Strategic and International Studies, said the lack of continuity includes both the military and civilian presence in Afghanistan, including the State Department and other agencies.

"What the Afghans see is constant change at every level," he said. "They constantly see people come and go. They have no reason to establish lasting relationships. People leave at the point where they're becoming most effective."

He added that "this constant rotation is a problem everybody recognizes, but no one has really been willing to address."

The Pentagon also has a number of senior leaders ? ranging from the chairman of the joint chiefs of staff and defense secretary to the commander of U.S. Central Command ? who also play key roles in the war strategy and provide some continuity.

"There is no doubt that the frequent changeover is tough. There is a learning curve each time a new man takes the helm,"

"The good aspect to this is that it brings a fresh set of eyes," said Michael O'Hanlon, a fellow at the Brookings Institution in Washington. "It's not realistic to have commanders serve a whole lot longer than, say, Gen. Allen ... as these folks get tired."
